LOS ANGELES TIMES, April 25, 2001 The front page has the two-line, 4-column heading: "Supreme Court Scales Back Part of '64 Civil Rights Act". In this crucial 5-4 ruling, justices confirm that Congress did not authorize private lawsuits under law prohibiting intentional discrimination. This one one of several cases which constrained the 1964 Civil Rights Act. Another separate 5-4 decision also upheld a lower court ruling that police officers may arrest motorists for not using seat belts.
An inside page has the arrest of Robert Downey Jr. on drug charges, with a photo.
