The first five pages are taken up with the very lengthy & detailed: "Naval Report" datelined Navy Department, Nov. 15, 1814, beginning: "In obedience to the resolution of the senate...directing the secretary of the navy to devise and digest a system for the better organization of the navy of the United States, I have now the honor to report the following system..." and it is that which follows (see for just the beginning). The document is signed in type: W. Jones, Secretary of the Navy.
Further on nearly 2 pages are taken up with the: Naval Report In Senate", also signed: W. Jones. Also: "Our Ministers at Ghent" which includes an introductory letter signed: James Madison.
The back 16 pages are taken up almost entirely with: "Our Ministers At Ghent" negotiating for a peace to end the War of 1812.
Complete in 32 pages (actually 2 separate front pages but with the same date, different issue numbers), 6 by 9 3/4 inches, very nice condition.

As noted in Wikipedia, this title: "...(was) one of the most widely-circulated magazines in the United States...Devoted primarily to politics...considered an important source for the history of the period."
