On the front page in the lower part of the last column is A Proclamation issued by President James Madison confirming the Senates declaration of war against Great Britain, and stating in part:
* Now, therefore I, JAMES MADISON, President of the United States of America, do herby proclaim the same... The Proclamation, dated June 19, 1812, is signed in type: James Madison, and James Monroe, the Secretary of State. Takes about 1/3 of the column.

Subscribers name is written above the masthead, has a small piece missing in the upper margin of the second leaf, some lite foxing in the text of the proclamation, other lite foxing, mostly in the margins, second leaf has a very small hole in unrelated text, otherwise in good, untrimmed condition.
