Beginning at the bottom of the ftpg. is the: "Message" of the President to Congress, prefaced with a note stating that it was delivered to each House by Mr. Lewis (of Lewis & Clark fame), Secretary to the President.
What follows, and taking over half of page 2, is Jefferson's first state-of-the-union address in which he reviews the events of the year.
Because Jefferson disliked formal ceremonies he sent the message to the Congress in written form rather than delivering it in a speech as would be more the custom, establishing a precedent that would last until 1913.
Four pages, a stain to the front page, otherwise quite nice.
