The entire first column on the front page and part of page 2 are taken up with: "An Act for Enrolling & Licensing ships or vessels to be employed in the Coasting trade & fisheries & for regulating the same" (concluded from a previous issue) which on page 2 is signed in type by the President: Go. Washington, as well as John Adams and Th. Jefferson.
Page 2 also has a report from France: "Louis XVIth", in jail due to the French Revolution, noting in part: "...That as the ci-devant King had the custom of shaving himself, that liberty should now be taken from him, and that, like other prisoners, he beard should be cut with scissors...The reason...it was founded on the possibility of the King cutting his own throat to raise the compassion of the people in favour of his son..." with more.
