Background: On September 12, 1933, Maryland overwhelmingly ratified the 21st Amendment to repeal Prohibition, marking a historic victory for state sovereignty and anti-Prohibition resistance. Dubbed the "Free State" for its fierce opposition to federal overreach, Maryland—led by Governor Albert C. Ritchie—had famously refused to pass a local enforcement law for the Volstead Act throughout the entire 13-year dry era. Its official vote to repeal not only validated the state's longstanding defiance against federal liquor laws, but also provided crucial momentum as the 28th state to join the nationwide movement that ultimately ended Prohibition later that December.
