Background: The 1952 Washington, D.C. UFO Incident—known as the Washington Flap—was a major Cold War security scare when radar operators at Washington National Airport and Andrews Air Force Base tracked multiple unidentified, highly maneuverable blips moving over restricted airspace directly above the U.S. Capitol, the White House, and the Pentagon. Ground personnel and commercial airline pilots simultaneously reported observing bright, orange-glowing lights that accelerated to speeds estimated over 7,000 mph, prompting the U.S. Air Force to scramble F-94 Starfire jet interceptors that found the targets vanished whenever they approached. To curb mounting public panic and media hysteria, Major General John Samford held the largest Pentagon press conference since World War II on July 29, attributing the radar contacts and visual sightings to temperature inversions—weather anomalies that can bend radar beams to create ground clutter and refract ground lights. However, key investigators, including Project Blue Book chief Captain Edward J. Ruppelt, disputed this explanation, and the incident directly led the CIA to form the 1953 Robertson Panel to address the threat of UFO reports jamming national defense channels.
