Background: On November 14, 1979, President Jimmy Carter issued Executive Order 12170, freezing approximately $12 billion in official Iranian government assets and bank deposits worldwide in direct response to the escalating Iran hostage crisis. Triggered ten days after Iranian militants stormed the U.S. Embassy in Tehran and took 52 Americans hostage, this aggressive economic measure was deployed preemptively to counter reports that Iran intended to withdraw massive capital reserves to destabilize the American financial system. By invoking the International Emergency Economic Powers Act (IEEPA) for the first time since its 1977 passage, Carter declared a national emergency that blocked Iranian state property across both domestic and foreign branches of U.S. banks. This unprecedented financial freeze not only established a lasting legal and diplomatic model for modern American economic sanctions, but it also provided the essential monetary leverage needed to negotiate the January 1981 Algiers Accords, which ultimately secured the hostages' release.
