The meeting between Hitler and the Grand Mufti on November 21 solidified an Axis-Arab alignment against Zionist aspirations, signaling to Jewish leaders that the existential threat extended far beyond Europe's borders. Recognizing the rapidly escalating catastrophe of the Holocaust, Chaim Weizmann shifted his diplomatic focus from incremental immigration to an uncompromising demand for a Jewish Commonwealth capable of absorbing millions of post-war refugees. By leveraging the promise of a Jewish military force to fight the Axis and presenting Palestine as the only viable humanitarian solution to the impending refugee crisis, Weizmann laid the strategic groundwork for the 1942 Biltmore Program.
