THE NEW YORK HERALD, July 15, 1865

* Clarification Orders following General Granger's General Order #3
* P.T. Barnum Circus Museum fire

The front page features a supplemental order from General Granger addressing the immediate social upheaval caused by General Order No. 3. While his initial proclamation declared all enslaved persons in the region free, the sudden emancipation of thousands created a humanitarian crisis. This follow-up order attempted to mitigate widespread displacement and economic instability by advising the formerly enslaved to remain at their present locations and enter into labor contracts with their former masters. 
A related article on the same page provides Sgt. Clark's General Order No. 3 which similarly gave instruction to former slaves and previous owners on how to move forward after the Emancipation Proclamation was finalized. A considerable amount of additional discussion on the crisis is also present.
Unrelated on page 5 is: "The Last Of Barnum's Museum", "The Smoking Ruins and the Crowds of Visitors", "A Glimpse of the Dead Whale" and more, which tell of the P.T. Barnum Circus Museum fire. Other news of the day is found throughout.
