In this instance, it was Reapportionment (Democrats) vs. Gerrymandering (Republicans). Included are significant details along with a map showing the reapportionment. See images for details.
Complete in 8 pages, disbound at the left margin, even toning, some archival mends, some edge tears with flaking, and very brittle. Must be handled with extreme care.
