Page 6 has a report concerning: "Fremont's Proclamation-- Its Reception in the North-West--New Era in the War--25,000 Slaves Declared Free..." and more. This was a very controversial proclamation by General Fremont, setting free all slaves in Missouri without proper authority, causing Lincoln to rescind it and leading to Fremont being relieved of his command.
