Two issues on the rules of the U.S. Army, plus more... Thomas Jefferson...

Item # 713419 ·
SPOONER'S VERMONT JOURNAL, Walpole, May 12 and 19, 1806  This is a pair of issues containing the full text of: "AN ACT For Establishing Rules & Articles for the Government of the Armies of the United States", which is very lengthy and signed at its conclusion in the May 19 issue: Th. Jefferson.
The May 12 issue also has: "An Act to Regulate & Fix the Compensation of the Officers of the Senate & House of Representatives" signed in type: Th. Jefferson. And the May 19 issue also has: "A PROCLAMATION" signed in type: Th. Jefferson.
Both issues are complete in 4 pages, never bound nor trimmed with wide margins, very nice condition.

Background: This historic pair of May 1806 issues of Spooner's Vermont Journal holds profound national significance, as it serves as a complete, pristine public broadcast of the landmark 1806 Articles of War ("An Act For Establishing Rules & Articles for the Government of the Armies of the United States"), signed into law by President Thomas Jefferson. Passed by Congress on April 10, 1806, this monumental piece of legislation established the entire legal, disciplinary, and operational blueprint for the United States military, proving so comprehensive and foundational that it governed the U.S. Army for nearly 150 years until the creation of the modern Uniform Code of Military Justice (UCMJ) in 1950. The publication of this massive act, split sequentially over the May 12th and 19th editions alongside crucial administrative statutes fixing the compensation of congressional officers and a presidential proclamation, perfectly captures the early American press's vital constitutional role as the primary vehicle for federal transparency. Because these specific issues remain complete in four pages, completely untrimmed with wide margins, and never bound into standard library volumes, they survive in an exceptionally rare, museum-quality state—serving as a tangible, direct witness to the physical dissemination of Jeffersonian law to the citizens of the early Republic.
