GAZETTE OF THE UNITED STATES, Philadelphia, Dec. 9, 1790  Page 3 has an article on the first meeting of Congress on December 6, 1790 at the temporary capital at Philadelphia since it's move from New York City. "...Monday last being the day appointed for the meeting of the National legislature, in this city, now the seat of government of the United States, thirty-one members of the House of Representatives assembled in the hall, in Chestnut Street, which number not being sufficient to contribute a quorum, they adjourned to yesterday, 11:00 AM." It includes the complete attendance (Roll-Call) of both the House and the Senate.
Also, news that a joint Committee of the House reported that they waited on the President of the United States and delivered the message of both Houses. The President informed the Committee that he would meet the two houses in the Senate Chamber tomorrow at 12 o'clock. 
It also reports that 32 members of the House were present but they lacked a quorum adjourning until the next morning. Fifteen members of the Senate were present. Included a list of those present for each body.
A report from Philadelphia notes a meeting at the house of the President attended by the Vice-President, members of Congress, Department heads, and "...a number of respectable private characters." The report also mentions that the Consul General to the Queen of Portugal was presented to the President by Thomas Jefferson, the Secretary of State.
