The front page contains in its entirety: "Mr. Madison's INAUGURAL SPEECH"  with a prefacing paragraph: "This day, at twelve o'clock, His Excellency James Madison, President of the United States, appeared in the Hall of the Representatives to take the oath of office before an immense concourse of spectators and delivered the following INAUGURAL ADDRESS..." which follows, signed by him in type at its conclusion: James Madison.
Four pages, rather rough around the margins, a few tape mends inside.

Background: The Louisiana Purchase on April 30, 1803, was a $15 million deal where the U.S. bought over 828,000 square miles from France, doubling its size. Negotiated by Livingston and Monroe, it secured control of the Mississippi River and opened land for westward expansion. France sold the land to fund European wars and after losing interest in its American colonies. The purchase greatly expanded U.S. territory and influence.
