All of page 3 and over half of page 4 are taken up with George Washington's state-of-the-union address, headed & prefaced with: "AMERICA - Congress of the United States, Nov. 19" "This day, at twelve o'clock, the President of the United States met both Houses of the Legislature in the Chamber of the House of Representatives, and deliver the following Address." which is headed: "Fellow Citizens of the Senate, and of the House of Representatives...".
It is signed at its conclusion: G. Washington.

Background: In his 1794 address, George Washington focused on the need to uphold federal laws, especially in response to the Whiskey Rebellion, emphasizing government authority and order. He stressed maintaining U.S. neutrality amid European conflicts, urged strengthening the military for defense, and encouraged economic growth through trade and manufacturing. Washington called for national unity and respect for the Constitution to ensure the young nation’s stability and prosperity.
