THE EDINBURGH ADVERTISER, Scotland, Feb.22, 1796  Page 7 has a letter from New York that mentions in part: "...The American Congress have resolved that foreign ship shall not import into the United States any other goods but such as are the growth and manufacture of the nation to which the ships belong." And also: "A serious difference is said to exist at this time between the Spanish Government in America and the state of Georgia..." with more on this.
