GENERAL ADVERTISER, Philadelphia, March 12, 1794  The capital of the United States was in Philadelphia at this time while the District of Columbia was under construction.
Page 3 has a: "Proposal" signed in type by the famed: G. R. Clark, "For raising volunteers for the reduction of the Spanish posts of the Mississippi, for opening the trade of the said River, and giving freedom to its inhabitants, etc..." with more.
