TAR PAPER, A Canadian military "camp" newspaper printed on-board the HMCS Uganda. As noted in the link, on February 5 1946, the Uganda sailed from Esquimalt for a South American cruise.  During that deployment she "rounded the Horn" west to east "under sail" and became the first ship of the Royal Canadian Navy to do so.  She returned to Esquimalt transiting from the Atlantic to the Pacific through the Panama Canal, arriving at Esquimalt on May, 17 1946, the date of this issue.

Background: The May 17, 1946 souvenir issue of The Uganda Tar Paper commemorates a landmark chapter in Royal Canadian Navy (RCN) history, documenting the final day of HMCS Uganda’s historic 14-week training and goodwill cruise around South America. Printed onboard as the 8,000-ton Crown-class light cruiser returned to her homeport at Esquimalt, British Columbia, this eight-page mimeographed shipboard newspaper features a crude front-page route map charting an extraordinary 1946 deployment that departed Esquimalt on February 5. The pinnacle of this voyage occurred on March 20, 1946, when HMCS Uganda became the first RCN vessel to "round the Horn" from west to east—a treacherous passage made legendary when her crew rigged improvised canvas sails using awnings and boat spars. By completing her Atlantic-to-Pacific return transit through the Panama Canal, Uganda sealed her historic status as the first Canadian warship to circumnavigate South America, leaving The Tar Paper as a vital, firsthand piece of post-WWII Canadian naval heritage.
