Several front page column heads on the Civil War with one-third of the front page taken up with a listing of casualties, by name, headed: "The Late Battles Before Richmond" "Official List of Casualties in General McCall's Division", the list carrying over to take most of pg. 2.

Background: In July 1862, Major General John Pope assumed command of the newly created Union Army of Virginia, marking a dramatic shift toward aggressive tactics and "hard war" policies aimed at subjugating the Confederacy. Fresh off successes in the Western Theater, Pope antagonized his eastern officers—many loyal to George B. McClellan—with an arrogant address boasting that in the West, Union forces had "always seen the backs of our enemies." More crucially, Pope revolutionized Union strategy by issuing a series of severe mid-July directives (General Orders No. 5, 7, and 11) that authorized troops to forage off private Virginian lands, penalized civilians for local guerrilla warfare, and mandated that adult males take an oath of allegiance to the Union or face banishment and execution as spies. These inflammatory orders infuriated Confederate leadership—prompting General Robert E. Lee to label Pope a "miscreant" who "must be suppressed"—and spurred Lee to dispatch General Thomas "Stonewall" Jackson north in mid-July to counter Pope's massing forces at Culpeper, directly igniting the campaign that culminated in the Second Battle of Bull Run.
