Over a full column of the front page is taken up with: "President's Message - To the Senate &  House of Rep. of the Confederate States" being a nice report on the current war situation. One bit notes: "The gallantry and good conduct of our troops...Our army has not altered in any of the various trial to which it has been subjected..." and much more. It is signed at the conclusion: Jefferson Davis.
Other front page items: "The Law of Retaliation" is signed in type: R. E. Lee, then two letters in response signed: H. W. Halleck", than a response signed: R. E. Lee. "What the Confederate Plan Was" "Incidents of the Battle" and more.
Complete as a single sheet issue, a few minor ink stains, very nice condition.
