The entire first column on the front page contains perhaps the most significant content to be found in a newspaper concerning the Marine Corps, that being the complete printing of the Act of Congress which created it.
It is headed: "By Authority...An Act for Establishing and Organizing a Marine Corps" followed by the full text of the Act with all six sections and signed in script type by the President: John Adams.
As noted in Wikipedia: "...Under the 'Act for establishing and organizing a Marine Corps', signed on 11 July 1798 by President John Adams, the Marine Corps was to consist of a battalion of 500 privates, led by a major and a complement of officers and NCO's...". Note that at the conclusion of the Act as printed in this newspaper it was approved on July 11, 1798.
Although certainly less significant, the front page also includes the text of four additional Acts of Congress recently approved, each signed in script type by the President: John Adams.
Although the American Marine Corps can trace its history back to 1775, that corps existed only during the Revolutionary War, disbanding in 1783. It was this Act, in 1798, which formally created the "modern" Marine Corps which exists to this day.
