NILES' WEEKLY REGISTER, Baltimore, Dec. 21, 1816 Inside has over two pages taken up with: "A PLAN, For Classing and Arming of  the Militia, and for Calling them Forth to Execute the Laws of  the Union, Suppress Insurrections, and Repel Invasions, and to Repeal the Laws Heretofore passed for those Purposes." Considerable detail.
Nearly half a column is: "A BILL For the Establishment of a National University" in the city of Washington. I'm not sure this ever came to fruition.
Twenty pages, 6 by 9 inches, good condition.

As noted in Wikipedia, this title: "...(was) one of the most widely-circulated magazines in the United States...Devoted primarily to politics...considered an important source for the history of the period."
