The front page has A Proclamation reinstating trade with France, signed in type: James Madison. Madison did so because he thought the Berlin and Milan Decrees had been rescinded by France. Such was not the case and the French continued to harass American shipping. Other newsof the day with several interesting advertisements as well. Trimmed close at the top causing minor unrelated loss at the top of pages 2 and 3, second leaf has a small piece missing in the outer margin, otherwise good. 4 pages.
