Page 3 has a notable report which includes: "Mr. King informs us that Louisiana, including New Orleans, is absolutely ceded to the United States by France. What are the boundaries of the territory ceded and what the conditions of purchase, is not precisely known..." with some further detail (see). A very early report concerning the Louisiana Purchase which would not be formally consummated until October.
