NEW YORK TRIBUNE , Dec. 19, 1865 The top of page 4 has an historic--albeit quite subdued-- headline concerning the adoption of the 13th Amendment, thereby abolishing the institution of slavery: Amongst other heads is: "Dispatches From Secretary Seward" which includes part of the text of the document issued by the Secretary of State announcing that the 13th Amendment was ratified by twenty-seven states. Ratification by the 27th state meant that "...three-fourths of the whole number of states..." approved the Amendment, thus becoming part of the Constitution. Within the document is the historical text: "Neither slavery nor involuntary servitude...shall exist within the United States or any place subject to their jurisdiction." The document is signed in type: Wm. H. Seward.
There is a bit of editorial commentary on the same page: "Slavery has no longer an existence in law. The Secretary of State of the U.S. this day officially proclaims that the requisite two-thirds of the states of the Union have ratified the Amendment to the Constitution whereby Slavery is abolished...Praise be to God! We live, at last, in a country where no human creature can be held as a slave!"
