Most of page 3 is taken up with: "AN ACT Erecting Louisiana into Two Territories & Providing for the Temporary Government Thereof." signed at its conclusion by the President: Th. Jefferson. By this Act of Congress the Louisiana Purchase was divided into the Territory of Orleans, and the District of Louisiana.
