Page 3 has a report from the "Journal of Congress" concerning a Resolve: "That measures be taken for confirming in their possessions & titles the French & Canadian inhabitants & other settlers at Post St. Vincents on the Mississippi River, who on or before the year 1783 had settled there & professed themselves of the United States...That the Governor of the western territory cause to be laid out...in the form of a square...a tract of land sufficient for compleating the above..." with more (see).
