THE SALEM GAZETTE, Massachusetts, Dec. 5, 1782 

* Samuel Adams & John Dickinson

The entire front page, nearly half of pg. 2 and most of page 4 are taken up with an Act of the Mass. legislature for creating an excise tax. It is prefaced by a short note signed on page 1 by: Samuel Adams, and the Act  is signed at its conclusion on pg. 4 by him as well: Samuel Adams (see).
Page 2 includes a message from John Dickinson, President of Delaware, mentioning in part: "...That persons manumitting healthy slaves not advance din years should not be obliged to give security for their maintenance; & that slaves should not be sent upon sale...to places distant from their usual residence by which means affectionate & near relations are cruelly separated from one another & the remainder of their lives extremely embittered...".
Four pages, old masking tape at the blank spine margin, otherwise very nice.
