The front page has a one column heading: "'DRY' PLAN NOW UP TO VOTES OF STATES" (see images) Coverage on prohibition being adopted United States law. It would come in effect in January of 1919. Surprisingly this issue is in good condition being from the "wood pulp" era. Very hard to find issues that are not totally fragile from this era in paper.
Complete with 16 pages, small library stamp within the masthead, generally very nice.
