The front page has seven Acts of Congress each signed in type: TH: Jefferson & John Adams.
One concerning: "...foxing the pay of the Captains and Commanders of ships & vessels of war of the United States" and another for: "...appropriating a certain sum of money to defray the expense of holding a Treaty or Treaties with the Indians." Page 2 has another Act as well, also relating to Indian treaties.
Page 3 has a document headed: "Declaration of War Against the United States" by France, relating to the Quasi-War.
Four pages, very nice condition.
