This is a very lengthy address from when hopes were fading for the Confederacy. It is signed in type at its conclusion: Jefferson Davis. This is followed by an article: "Arming the Slaves".
Eight pages never bound nor trimmed so it folds out to one large sheet, two folds, minor wear at margins.
