Banks About to Commence His Forward Movement' "Important To Deserters" "A Proclamation by the President' "An Amnesty to Deserters who Will Return Before the 1st of April" "A Morning to Those who Promote Desertions".
Following the latter is: "A Proclamation" which is signed in type: Abraham Lincoln.
