COLUMBIAN CENTINEL, Boston, June 13, 1798  Over half of the front page is: "An Act Authorizing the President of the United States to Raise a Provisional Army" which was in anticipation of a possible war with France at the time, known as the Quasi War.
The Act of Congress is signed in script type by the President: John Adams. The front page also has 3 more letters signed in block type by John Adams.
Four pages, a bit irregular at the blank spine margin, nice condition.
