On page 2 under "Vermont" is a notable report reading in full: "The Legislature of this State, has called a Convention to ratify the Constitution of the United States--to meet at Bennington, in the next month. The terms of the decree of the State of New York, with this State, have been complied with by the Legislature."
Vermont would, in fact, ratify the Constitution in January of 1791.
