Almost the entire issue is taken up with reporting from "Congress--House of Representatives" from its very first year. Some interesting reading on the debates that would form the federal government for many years to come.
Four pages, water staining does not deter readability, some loss at the upper left does cause minor text loss on pgs. 2, 3 and an ad on pg. 4.
