NEW YORK TIMES Nov. 2, 1862.  Page 4 contains an article: "MEMORIAL TO THE PRESIDENT FROM COLORED MEN".  This article contains the letter from some blacks in Washington DC to the President.  The letter was written concerning their opportunity for Emigration.
