Two-thirds of page 2 is taken up with the: "Convention Between the French Republic and the United States of America", also known as the Treaty of Mortefontaine.
This Convention terminated the 1778 agreements made during the Revolutionary War, confirmed the principle of free trade & free goods between the two countries and ended the 1798–1800 Quasi-War, an undeclared naval war waged primarily in the Caribbean. The full text of the treaty is here, with the signers carrying over to page 3.
