Page 3 has a report from Providence that Rhode Island is making some steps towards considering the new Constitution. A report from Baltimore notes the votes for two members to represent the city in the convention at Annapolis to: "...decide on the New Constitution...they were decidedly of opinion that the ratification of the Constitution ought to precede any amendments or alterations, & that it must be injurious to our common interests to delay its ratification...".
Four pages, never bound nor trimmed, minor loss to a bottom margin not affecting any text, a few archival mends at the margins, generally nice condition.
