Page 2 has a letter of reply from the President to the state of Ohio concerning issues relating to the navigation of the Mississippi River. It is signed in type: Th. Jefferson.
Mention of a  ship Hannah: "...seized...at Wilmington, N.C. for having received on board 7 negroes at Cape Francois and landed them at Savannah, Ga. for sale."
Four pages, minor archival mend near the top of page 2, nice condition.
