Page 2 contains the historic "Proclamation" signed by President Th. Jefferson, in which is empathizes the neutrality of America in the Napoleonic Wars, and also notes that: "...requiring all armed vessels bearing commissions under the government of Great Britain now within the harbours or waters of the United States, immediately & without any delay to depart from the same...".
This is in response to the  Leonard-Chesapeake Affair (see), and to be followed by a formal embargo enacted by Congress.
Four pages, minor foxing and slightly irregular at the blank spine, good condition.
