Page 2 has "A Proclamation" issued by the President of the United States designating the exact location of the "permanent seat of Government".
The Proclamation, which takes a full column, states in part: "...And I do hereby declare...That all that part within said four lines...which shall be in the State of Maryland and above the eastern branch, and all that part within the same four lines...which shall be in the Commonwealth of Virginia...now fixed upon ...be...accepted...for the permanent seat of Government...", signed in type: George Washington.
