Page 2 has: "A Proclamation" concerning the: "...act establishing a mint & regulating the coins of the United States.." which relates to the reduction of the size of the copper coin due to the increased cost of copper. It is signed in type by the President: Go. Washington.
A significant numismatic item.
Four pages, binding holes & foxing near the spine affects a few words in the Proclamation, otherwise in good condition.
