August 12, 1789

THE MASSACHUSETTS CENTINEL, Boston, Aug. 12, 1789  All of pages 1, 2, most of page 3, & all of page 4 are taken up with an extremely lengthy Act of Congress: "...to Regulate the Collection of the Duties Imposed by Law on the Tonnage of Ships..." which is signed in script type by the President at its conclusion at the bottom of the back page: George Washington, and in block type by the Vice President: John Adams.
This was just the fifth Act of Congress of the new federal government.
This was the historic creation of the United States Customs Service, now known as the Bureau of Customs & Border Protection. This was the agency charged with collecting the duties from the historic Tariff Act of 1789.
Save for two ads on pg. 3 the entire four pages of this issue is taken up with the text of this Act of Congress (unusual). Four pages, close-trimmed at the bottom affects the last line on page 1 and 4, and the left side of pg. 2 and right side of pg. 3.
