GAZETTE OF THE UNITED STATES, New York, July 31, 1790 A "Treasury Dept." report on pgs. 1 & 2 is signed: Alexander Hamilton. Pg. 2 has much reporting from "Congress, House of Representatives" including some reports on the Amendments to the Constitution, text including: "New Hampshire & New York accepted all the articles but the second. Pennsylvania passed over in silence the first & second articles--and accepted the rest..."with other reports from the states (see). A brief pg. 3 item notes: "The degree of doctor of laws was conferred on the Hon. John Jay, chief justice of the United States." by Harvard. Bkpg. has two Acts of Congress each one signed by: George Washington, Thomas Jefferson, and John Adams, one concerning a treaty with Indian tribes, and the other to regulate trade with the Indians. Four pgs., some browning, generally very nice.
