The issue contains a wonderful masthead which features a nice engraving of a post-boy on horseback trumpeting the news. Notable content includes a front page essay entitled: 

* Concerning Liberty. Page 2 has a Congressional resolve instructing the commander in chief to grant furloughs to the non-commissioned officers and soldiers ...as soon as the definitive treaty of peace is concluded, together with a proportionable number of commissioned officers of the different grades... signed in type: Charles Thomson. 

Hereafter is an address presented to the commander in chief (George Washington) by the officers of the army concerning compensation for debts accrued during their time of service. A reply to the address from General Washington follows, containing his thoughts on the matter, plus a reassurance that the accounts of the officers and soldiers will be settled by Congress. 

A volume II issue of this uncommon title. Front page has a bit of dirtiness in the upper left corner, a minor stray notation in the upper right margin, and some concentrated foxing in the lower right margin and right corner, and in the lower margin, some scattered lite foxing, otherwise in good, untrimmed condition.
