Two columns on the ftpg. and most of a column on page 2 are taken up with the President's annual state-of-the-union address, a tradition begun with Washington and which continues to this day.
It is headed: "The President's MESSAGE, This Day" which, perhaps unique to Jefferson, was actually delivered by Jefferson's secretary rather than Jefferson himself. It is signed at its conclusion: Th. Jefferson.
Four pages, loss to lower corner, close-trimmed at bottom of the first leaf affects about 7 words in the Message, a piece from the back leaf has no effect to mentioned content.
