Almost the entirety of page 3 is taken up with the: "MESSAGE of the PRESIDENT OF THE UNITED STATES" which was the annual state-of-the-union address to the nation.
Not surprisingly there is much devoted to Reconstruction efforts. Signed in type at its conclusion: Andrew Johnson.
Eight pages, very nice condition.
