The front page has a report from late in the Revolutionary War, noting Sir Guy Carleton's concern for the lack of friendship between the Americans and departing British. Included is: "A Proclamation" which notes in part: "...that an outrage has lately been committed upon an American vessel...by seizing & destroying her colours in a riotous and disorderly manner, which...has a mischievous tendency too prolong the animosities...to warn all persons whatever from offering any insult to the colours of any foreign nation within this harbour under penalty of being severely punished..." signed in type by: Guy Carleton and R. Digby
Four pages, some foxing, partial red tax stamp, good condition.
