Over half of pg. 2 & a bit of pg. 3 are taken up with Washington's: "Address" to Congress, being his state-of-the-union address, signed by him in script type: Go. Washington. This offers a great overview of the events of 1794.
The ftpg. has 2 items regarding relations with France, one letter beginning: "The Convention having decreed that the flags of the French and American Republics should be united and fly together in the Hall of its fittings, in testimony of the union and friendship...".
Four pages, minimal loss at the blank spine not close to any text, minor loss to a lower corner of the back leaf, good condition.
